The latest HUD regulations say that every manufactured
home foundation must be a permanent, approved foundation. Even tougher,
both Fannie Mae and Freddie Mac, and conventional home loan programs, will
not finance manufactured homes if the foundations are not permanent, approved
foundations that might even have to exceed HUD's requirements
